Extra clarification about use of COUNTER:
While the table name is not perfect, it was intended to preserve the state of
the world after job executions.
I recommend using it for last_value due to the following benefits:
* Preserving history of the values between executions
* Relatively easy to get last value for job, value for submission, etc.
* No need to change structures in repository or upgrade them
* Value of type Long is not perfect but will cover the most common incremental
cases: datetimes and ids.
