after the lastest review, I made changes as below:
1) modify multilang metric code to compatible with storm-incubating 0.9.3;
2) add unit test cases for python-bolt-with-metric and
python-spout-with-metric, all test cases is ok;
3) test topology with python-bolt-with-metric and python-spout-with-metric,
test is ok;
4) the ShellMetrics is already running in our production environment for 2
month;
