I agree with Marshall in most points.

Here are some additional comments:

RUCOTALA is too long in my opinion.

RUCOLA and RUCOTALA are very similar: The acronym is a bit constructed and
you won't actively use the full name. I think RUCOLA is better than
RUCOTALA,
because it is shorter and a real word.

TRL: The name itself is not as nice as others, but it is short and you
can actively use
the full name (UIMA Text Rule Language). I think this is important when
you talk
to people outside of the UIMA community. They instantely know what you
are talking about.
On the other side, that are just three word put together, which doesn't
sound completely right.

RUCOTALA was derived from the fact that the name should refer to
something about "text" and maybe "annotation".
If we reduce that name and remove everything that isn't really
important, you end up with "RUTAL"
(Rule-based Text Annotation Language), which I actually prefer a lot
over RUCOTALA. I have found no problematic (legal) stuff
concerning "rutal" yet.

I propose, therefore, a new name and cast two votes:

UIMA-RUTAL: +1
UIMA-TRL:   +1
