I disagree with that. If you want to keep traffic low, you can make it a moderated list, where only certain people can post. Like the council list. What I get from that is that this task should not have been taken to the Project Leads. If you take everything to the project leads, then the the PLs end up overwhelmed, and at the same time projects die out from stagnation. I think we should delegate tasks more.
