Okay, we're getting somewhere. I can accept that the PLs should be consulted on the CSS and colours. Things that actually affect the specific project sites. However, my concern here is not the CSS and colours, other than "can people read it?" My concern is the content and layout of just one page. The front page. And that should be kept within the group that is comprised of web designers and usability-trained people, and the people who have participated in all the discussion and explanation that led up to the particular choice of content and layout.
