That it should be possible to install any version next to an existing
one. Currently, you have to know the setup.exe /a switch on windows, and
on linux, you need to know how to only unpack the rpms/use an additional
rpm-database/need to know how to use the --prefix switch to install into
another directory.

The current behaviour (that an RC replaces a stable version) was
expected by those who know about OOo's QA-Process/how the setup works,
but unexpected by more "unexperienced" users.
(Unexperienced in installing lots of different versions of OOo, not
necessarily unexperienced when it comes to dealing with the computer)
Quite a bunch of those users were using OOo 1.x and remembered that they
always had a choice whether the installation should update the old one
or install into a new dir. And since OOo 2.0 installed into a seperate
dir, it was more or less the same for them.
Being able to choose a different installation folder in the Custom-setup
on linux, enforced them in their thought that they can do a
parallel-installation. When they find out, that the new version was
indeed installed into the requested location, but their old version was
removed, they get angry/think this is a bug.

I think so, yes, there is the new javainstaller module that as far as I
understand it, will ease the installation of rpms to a users's
directory for the end-user (on linux and solaris). For windows, there is
the mentioned /a switch, and issue 52695
http://qa.openoffice.org/issues/show_bug.cgi?id=52695 (I doubt anybody
is currently working on it, but at least the /a method was added to the
setup-guide already)

Thanks.
