Interestingly, today I was changing ownership on my new 4wd and lo and behold
someone in the NZ Govt has been listening to our discussions

https://transact.landtransport.govt.nz/

Action statements used well and it should be noted no icons.

The more I think about it the more I am convinced that icons are simply a
recipe for confusion. This is the first time I've used this site ( I think
that they probably came to the action statement system before us but I like
to think that they copied us! ;) ) It loaded like greased lightning on my
crappy dialup connection, it was very simple to navigate and easily
understandable. Excellent use of mouseover to aid navigation.

If there is a convention that could be a given as the single most widely used
convention on the net it would arguably be: Links change on Mouseover.

Lets look at a response to a mouseover rather than an icon. I like the
mouseover change to the subtext, lets look at something like that for the
main part of the action statement rather than an icon which the new user has
to interpret.
