Interestingly, today I was changing ownership on my new 4wd and lo and behold someone in the NZ Govt has been listening to our discussions https://transact.landtransport.govt.nz/ Action statements used well and it should be noted no icons. The more I think about it the more I am convinced that icons are simply a recipe for confusion. This is the first time I've used this site ( I think that they probably came to the action statement system before us but I like to think that they copied us! ;) ) It loaded like greased lightning on my crappy dialup connection, it was very simple to navigate and easily understandable. Excellent use of mouseover to aid navigation. If there is a convention that could be a given as the single most widely used convention on the net it would arguably be: Links change on Mouseover. Lets look at a response to a mouseover rather than an icon.
