Yes htc work only in IE but in other browser work :hover on any element.
I use it there http://svaty.nethdd.eu/signosolar5/ (work in progress) on the
top menu.
I used rather :hover becouse javascript could be turn of or there are
special browser etc.

But it is just my opinion.
