I don't want to do anything with the action statements until we get
some detailed stats from the homepage... I'm sure there was a long
debate on this topic on the marketing list when the action statements
were being implemented... "A discussion of thirsty horses"?

The idea of language drop-down selection is a great one. However, the
problem is that we cannot change the order of the tabs for the
homepage: such a change would affect all other pages and to have the
language selection drop down box on every single page would  lose its
value. So with the current setup, it would have to be located behind
the 'Change Language' tab... but that's no good because people
speaking other languages can't be assumed to know what 'Change
Language' means. And if we get rid of the Change Languages tab, then
the minitabs (selection of tabs at the top-right of the page) loses a
third of its value.

So... perhaps it's time to get rid of the minitabs? What do you think
about something like this:

You're referring to the current OOo website, not the link I provided -
the new download icon will simply be a down-pointing arrow.
