No; `rpm-ostree install` is persistent, and so are other changes like
`rpm-ostree initramfs --enable` and so is the recently added `ex override`:

Thanks. But, is it also true for package removals? e.g. If I remove package foo, it won't appear again when the base image is updated, correct? (If correct, will it be downloaded and discarded, or it won't be downloaded in the first place?).
