I think the idea is that it should be reuseable 'components'. It is a bit
vague, but no matter, because a vote would be required. An argument for
voting -1 would be that you find it not sufficiently a component. This
argument will be valid then, because the 'rules' state that it should be.

I can imagine that some-one else finds LeoCMS a framework, and therefore
a reuseable component and therefore suitable for inclusion. If +3's can be
found for this opinion, for all I care it is a component then.

I myself would not know in this case because I don't know LeoCMS well enough
and would probably simply abstain, and not form any burden, nor support.

'mmbob' would receive my +1 because i figure that fora are reusebable.

So, consicely, IMHO a application is modular enough if +3 people can be
found to find so...
