Mr. Turcotte is a known authority in Canada's Internet development. A
glimpse at his CV reveals a lot:

engines would show more of his tremendous implication and work in Canada.
I don't question Mr. Turcotte practices, but rather his
employers/CIRA's/Canarie's.
Let's not forget Canarie was awarded the .CA domain architecture contract
without any RFP/RFI, according to their board minutes.
BTW, he personally replied to a support email we sent when our PGP key was
wrong, while getting our CIRA documentation kit.
That is how he is the link between CIRA and RISQ.
