Hello,

Yesterday afternoon we got this message from WebDomaine.qc.ca, which is
RISQ's business of domain registrations.

As you might or might not know, Bernard Turcotte of RISQ (which is an
accredited CIRA registrar) was on CIRA's board for quite some time. This can
be verified with a quick read at http://grive.cira.ca/en/proces.html . I
have raised concerns about conflicts of interest in various opportunities in
can.domain, some OpenSRS discussion lists and even directly with former
CDNNET commitee members, about this and other .CA accredited registrars. Now
we get a direct email solliciting our customers. This was sent to *both*
admin and technical contacts, in clear confirmation that RISQ has access to
information that is current and to date, but is not accessible to other
registrars and is not public anymore.

In our case, because we are admin *and* technical for 90% of our customers,
we expect to be able to handle the customers response this will generate. In
your case, if you already had .CA customers, expect them to be contacting
you to find out why they are getting ANOTHER email about pre-registration. I
find this is in clear violation of CIRA Conflict of Interest Policy (B-5-i
of http://grive.cira.ca/en/documents/conflictofinterest.html). It adds to
the whole confusion and delays caused by CIRA (and, ultimately, reflected on
Tucows' operations, for us RSPs), not to mention the costs in HR and
technical support to explain the matter to customers that, mind you, have
already placed their order through us.

Once again, an organization that was or is still participating in CIRA's
operations has gained access to information for its own purposes, without
regards to privacy or business practices.

We will be filling a formal complaint for SPAM to WebDomaine operators,
providers and any and all parties we feel appropiate (including CIRA). If
anyone is interested in signing this complaint with us, I invite you to
contact me directly before this wednesday 12:00 EST if you want to be
included.
