Hello, Yesterday afternoon we got this message from WebDomaine.qc.ca, which is RISQ's business of domain registrations. As you might or might not know, Bernard Turcotte of RISQ (which is an accredited CIRA registrar) was on CIRA's board for quite some time. This can be verified with a quick read at http://grive.cira.ca/en/proces.html . I have raised concerns about conflicts of interest in various opportunities in can.domain, some OpenSRS discussion lists and even directly with former CDNNET commitee members, about this and other .CA accredited registrars. Now we get a direct email solliciting our customers. This was sent to *both* admin and technical contacts, in clear confirmation that RISQ has access to information that is current and to date, but is not accessible to other registrars and is not public anymore. In our case, because we are admin *and* technical for 90% of our customers, we expect to be able to handle the customers response this will generate. In your case, if you already had .CA customers, expect them to be contacting you to find out why they are getting ANOTHER email about pre-registration. I find this is in clear violation of CIRA Conflict of Interest Policy (B-5-i of http://grive.cira.ca/en/documents/conflictofinterest.html). It adds to the whole confusion and delays caused by CIRA (and, ultimately, reflected on Tucows' operations, for us RSPs), not to mention the costs in HR and technical support to explain the matter to customers that, mind you, have already placed their order through us. Once again, an organization that was or is still participating in CIRA's operations has gained access to information for its own purposes, without regards to privacy or business practices. We will be filling a formal complaint for SPAM to WebDomaine operators, providers and any and all parties we feel appropiate (including CIRA). If anyone is interested in signing this complaint with us, I invite you to contact me directly before this wednesday 12:00 EST if you want to be included. Thank you, Fabian Rodriguez - Associate Director, Outsourcing and Business development Toxik Technologies Inc. - www.Toxik.com - (514)528-6945 x1
From: [EMAIL PROTECTED] Sent: October 16, 2000 4:58 PM To: [EMAIL PROTECTED] Subject: Renouvellement nom de domaine / Domain Name Renewal Socit: RISQ inc. Objet: Renouvellement de votre nom de domaine (domain names list removed) *.qc.ca *.ca TO OUR ENGLISH READERS, please note that the text in English is located after the text in French. Le registraire de WebDomaine [EMAIL PROTECTED] Dear Sir/Madam: You have no doubt received a message from CA Registry-UBC (cdnnet.ca) asking you to renew your domain name with the new registry office: Canadian Internet Registration Authority (CIRA). NOTICE: IF YOU HAVE ALREADY RENEWED YOUR DOMAIN NAME THIS MESSAGE DOES NOT APPLY TO YOU. We would like to warn the owners of Internet domain names that end in .ca (or .qc.ca) that they must re-register before November 1, 2000. Failure to do so will result in the domains becoming inactive, and possibly being reassigned. This decision has been made by the Canadian Internet Registration Authority (CIRA) to ease and centralize the management of Internet domain names in Canada. RISQ: First Authorized Registrar in Quebec ========================================== Given that, in the past, you have obtained a domain name by using our registration service, the RISQ, a registration agent certified by the CIRA, welcomes you to use its services to renew your domain name. RISQ has set up a new registration service called "WebDomaine" at www.webdomaine.qc.ca. The domain name(s) to be renewed (note that this list may not be complete) are: aqvl.qc.ca exocom.qc.ca j1k2r1.qc.ca nis.qc.ca parallaxe.qc.ca According to our files, you are the administrative or technical contact for this (these) domain name(s). If this is not the case, please forward this message to the appropriate person. You have until November 1st =========================== Based on the information received from the CIRA, the registration period should end November 1, 2000. We therefore invite you to renew your domain name as soon as possible in order to reserve it under this new management system. Through RISQ, owners can choose the period covered by their domain registration, which varies from one to 10 years. RISQ recommends that registrants make sure that their information is correct, to ensure that they are not rejected. To verify and update information, domain name owners can contact RISQ directly www.webdomain.qc.ca, or check www.cdnnet.ca/update.html. Three easy steps ================ There are three (3) steps in the renewal process, which only takes a few minutes in most cases. The first two steps mainly consist of our site guiding you through the process of entering or validating information in a form, whereas the third step allows you to pay the service fees using the method of payment of your choice: credit card on a completely secure site, cheque or mail order. Note that, if your domain name is a third or fourth level, you will have the choice of re-categorizing it as a second level if this name was registered before August 1, 2000. If you have any questions on this matter, do not hesitate to consult our site at www.webdomain.qc.ca. RISQ is a non-profit organization that has handled the registration and updating of approximately ten thousand domain names since 1995. We are able to guarantee personalized and secure service and ensure that your renewal application will be processed in real time, if not within 24 hours. If you have any questions, you can contact the registration authority, preferably by e-mail at [EMAIL PROTECTED] or by telephone at (514) 845-7181, ext. 229. Sincerely, WebDomaine Registration Authority [EMAIL PROTECTED]
