This is a good point.

Same with .CA domains -- we keep talking about ICANN requirements, but what
about refund policies regarding ccTLD's ?

Even if a domain we pay $10 for, we received a $2 refund, atleast it is an
effort, even if the registry keeps $6, and OpenSRS keeps half ($2)
