transfer. If someone gives their ISP/web hoster/web developer/etc...
control of their admin email, they have delegated the responsibility
of managing the operation of that domain to their provider. Should I
get approval from my customers to switch from sendmail to postfix? No.
They have delegated that responsibility to me.
That being said... I think most domain owners have control of their
admin email and are themselves approving the transfer requests. If
they don't approve it, it doesn't go through. The reason they approve
it is because they are getting a better service at a lower price
(IMHO).
