Does ICANN require registrars to collect payment before registering the
domain?  If so, I'm in violation, I often register domains before payment is
secured, in the case of a client that I trust.  I'm a small shop, I could
name every one of my clients and tell you phone numbers and email addresses
of all but one right off the top of my head, and as a result, I know whether
or not I can trust the client enough to risk $10 and make the domain happen
instantly, rather then waiting for payment to be received and confirmed.

That's just me, of course.
