Please note that I did not say 10% of our registrations are fraudulent.  We
also validate the credit card prior to registering a domain name.

I stated that approximately 10% of the submissions for registration use
fraudulent credit cards or credit cards that can not be validated.  We
reject them prior to registration but if we did as the one individual
suggested and registered them first and then checked the credit card number
we would have a 10% bad debt rate.

We do not refund any registration fees.

We will re-register a domain at our cost if the client notifies us with in
one day that there was an error in the spelling of the domain name.  And we
only re-register the correct spelling of the domain name,not a different
domain name.

However that is an internal policy and not stated on our web site.  So our
re-register rate is a lot less than 1%.  It would probably be higher if we
stated the policy on our web site.

At the ISP I work for, we preauth (And validate) the credit card before we
send the request to OpenSRS.  Once we send the request and it's confirmed,
we charge the preauth.  We've had much less then 10% turn out to be
fraudulent or otherwise screwy.  I don't have exact numbers, but other then
the .CA preregistration garbage, we hear from less then 10% of our domain
registrations.  I'd guess that 1% are valid refund cases.
