The payment is obtained by OpenSRS from the RSP.  Whether the RSP obtains
his payment does not enter into the picture as part of this discussion.

Does ICANN require registrars to collect payment before registering the
domain?  If so, I'm in violation, I often register domains before payment is
secured, in the case of a client that I trust.  I'm a small shop, I could
name every one of my clients and tell you phone numbers and email addresses
of all but one right off the top of my head, and as a result, I know whether
or not I can trust the client enough to risk $10 and make the domain happen
instantly, rather then waiting for payment to be received and confirmed.

That's just me, of course.
