I think OpenSRS has always been pretty clear that it is your obligation to obtain payment BEFORE you register the domain. The only scenario where you might obtain payment but then lose it is with a credit card -- where the card is supplied and charged for the domain, and the registration is completed, but then the charge is reversed. In that case, you *did* collect payment, but then it was taken away from you. With any other payment method, once you've collected the payment, it can't be taken away.
I'm pretty sure that OpenSRS doesn't refund your money even in cases where there's a chargeback involved, but at least they are able to place the domain on hold. I look at it as a cost of doing business. As for the expense of sending faxes from other countries, there are plenty of services available that will send a fax via email for not too much money. Check out www.efax.com or www.j2.com as some examples. In both cases, the fax would actually be sent from the US, so the long distance fees would be minimized.
