Just maybe...
...CIRA has spent too much time and effort in making sure registrants have agreed to their terms and conditions, and NOT ENOUGH effort with designing and perfecting the technical functionality of their registry. It's funny how many people feel harassed by CIRA's procedures and terms, yet, CIRA can't seem to run a stable enough registry without excessive downtime.
