And I have to disagree.  I deal with people every week who cannot
renew their domains with their current RSP, because of
non-responsiveness or other reasons, and have had their domains
deactivated, and the admin contact email is either incorrect, or under
the domain that has been deactivated, and thus the fax process is a
part of them getting their domain reactivated in the transfer process.
