That transfer request most likely was the result of Domain Registry of
Canada/America postal mail renewal notices...  DRoC/A is a reseller of
eNom.

ICANN policy states that the *gaining* registrar is responsible for
verifying the authenticity of a registrar transfer.  I would suggest
comlaining to ICANN.  You can submit a registrar complaint at
www.internic.net.  Maybe if they get enough complaints they will actually
do something about it (unfortunately they would have to receive a lot of
complaints before they will react to anything).
