It does. Most IT directors I've dealt with cared largely about the budgetary issues -- predictable payment -- and product/service issues. When a separate contracts administrator was involved, coterminous expiration was paramount to them -- just as, for instance, if they had shipping agreements for multiple divisions with UPS, they would require that the new ones would be date-aligned with the existing ones.
