Because for LARGE companies with LARGE collections of domains -- these 
would be the companies most likely to be using Verisign Registrar, which 
means they're paying a shitload of money, they'd be more likely to 
register MORE domains if they could simply get a single annual bill for 
all their domains, and only examine annually on a set date their domain 
issues.
