Unfortunately the anti-spam activists do not accept much less that
a prompt public hanging for first offenders.  ISPs and email service
providers with an AUP that does not enforce "Spam and you will be
terminated" will sooner or later wind up in blocklists all over the
planet.  Then you have thousands of customers that are pissed.
