The host/owner of IA wiki became unable to maintain it. The IA Institute offered to take it over and it's part of our larger "IA resources initiative" to relaunch it, along with IA slash and our own library and tools collections. We'll keep you posted on our progress over here, but in the meantime there's no reason not to improve Wikipedia or developer an Ixda-centric knowledge base.
