Indeed, that is the policy of too many shops. And then they wonder why hiring
is such a pain.

That's an odd thing to say. The range is the range. If you want the right
candidate (and presumably you do) then the range should be up to whatever it is
you are willing to pay the right candidate. A lot of companies don't really
know what they want or what skill level they want. If the range is $60k-100k
then something is really wrong. If you WANT the right candidate and that person
is going to cost $100k then advertise for $100k and don't hire until you find
that person. They are out there. And if you let it be known  you are willing to
pay $100k those people will find you.

Yes, that is a complication.  However I would still post the range as whatever
you are willing to pay for the right person in the lowest paid area up to
whatever you are willing to pay for the right person in the highest paid area
and maybe stipulate "depending on work location" etc. I prefer to be as up
front as possible. It saves everyone time in the end and makes it more likely
you will get the right person.

But this is all my opinion. I know a lot of company politics and your manager's
hiring philosophy come into play here.
