Try this on for size:

Yes, you're approved to hire that person, and you can pay him $N
(But wait, he's my subordinate, and I only get paid $N-$M)

If they offer your subordinate something more than you, then you deserve a
raise.

Lawrence, perhaps it's time to ask for a raise or consider moving to a new
