It depends -- my sense is that licensing requirements (i.e. requirements
that people to have a license to practice an occupation) are often
promoted by people already working in that profession, as a way to keep
newcomers (who are often willing work for less money) out of the field.
There are lots of examples of this sort of thing.
Regulations that restrict what professionals can do, or how they do it,
may be more likely to be imposed from without.
