It depends on who has the skills which are more in demand in the market, no?
Org chart should not necessarily dictate pay (I know if often does, but that
isn't necessarily good for the company). Anything else is just ego. I can
easily imagine a technical person with special in-demand skills working for a
non-technical person of a more generic nature.
