I just filled a Jr. Sys Admin position with a great candidate by snatching of the techs from the Help Desk. (Company is downsizing and he would have been let go so this wasn't a loss for the company, and a great gain for my department and for himself personally.) Do you have a Help Desk you could use as a feeder into your area?
