Is there a requirement for an open patch to be associated with an active account? If not, then I think you can achieve not dealing with the accounts by: 1) observing who is actually logging into current gerrit, as that gives you the active people 2) pre-creating attachments for those people 3) migrating patches as-is 4) dealing with latecomers (i.e. I have been away for 6 months, what now) using tickets when they appear. This will not give you a clean cutoff date after which connecting identities is not necessary, but that is something you'll need to place a policy on, as we do not know when will who resurface...
