I would suggest we can do re-arranging after moving into JIRA. In some
ways I believe it will be a lot easier. Even so, we can have multiple
committer groups granted project Administration rights.

Versions will be something that project administrators will be able to
manage themselves instead of having to open a helpdesk ticket like many
projects currently do.

Next to the Status indicator on an issue there is a 'View Workflow' link
which will pop up the work flow. Hovering over any of the states will
also light up the transition links that go in and out of the state. The
names on the transition links are what the buttons use. If any of the
names are hard to read, identify the transition line and just hover over
that and only that one will light up and display the label.
