The problem is that another opt-in list is of limited value for what I'm proposing. We have the announce list that you can use to broadcast a message TO all members, but all responses are redirected to discuss. Also, afaik, subscription to announce is not limited to members.
This isn't to say that targeted mailing lists for special interests aren't useful, but I want to clarify what I'm requesting.
