Vo most certainly was updated in 10.4.4, In one of the many updates of 10.4.4, while it was in testing, the update information said vo was updated in that release. It didn't give any details, but it most definitely did mention voice over as being updated.

It stands to reason, when the os is updated, VO is updated. The point here is that everything on the system that is native to or built into the system benefits from a system update.
