VoiceOver is an application in the Utilities folder at version 1.0, same as the day it came out. It hasn't been updated yet.
Also, the program you're talking about is the voice over utility, not voice over itself. The voice over utility is the program that runs when you want to change your settings. As long as there are no new configuration groups, there would be no need to update the configuration utility, since it would simply read from a file the options that can be set. Unless there's major changes to how vo works, I'd not expect this utility to change for quite a while. Look somewhere else for the vo version number. I don't know where it is (if there is one specific to voiceover) but the voice over utility isn't it.
