I believe you can set a preference in Safari to not show the downloads
window.

I think it was Jane who metnioned she didn't have any means to interact
with the group when in the download screen while Safari is downloading.
Actually while the download is going on, you can interact with the list
and get status on what's happening. WHen the download is finished, you can
no longer interact with the list, but the download is completed. I do not
know why this window does not close, but it should in my opinion. I think
this isn't a bug per say, but it would make sense for it to close. Now it
is possible there's some message or some status info on that screen, but
since we can't get at it, the window might as well be closed. Might put
this in as an enhancement to Safari, VO, or both.
