If you want to change this, you can or should be able to in keyboard and mouse in system prefs, the checkbox is in the keyboard tab. if you uncheck this checkbox, you will be able to change volume etc via the keys without pressinf fn but it makes things difficult when you need to do things like open the vo utility because you have to press fn-vokeys-f8 for instance.
