I installed this app. What is the syntax to see the manual page?

You must run this in terminal and it does work. I am able to add
folders and documents to the Dock but have not yet determined how to
add a web address. It is not a difficult command to work with but
if you're not a Terminal savvy person, I wouldn't suggest trying it.
