Similar issues are being wrestled with in the web world as part of a new standard being worked out called ARIA or Accessible Rich Internet Applications. Part of ARIA deals with something called a Live Region which is part of a page that updates every so often (like a clock, log, stock ticker etc). Part of setting up a live region is to define a priority level which can be rude, assertive, polite or off. This gives AT a hint for resolving multiple concurrent spoken messages. I suspect VO needs something similar so the user can determine what is most important. There are times you might want the clock to be rude so you don't miss an appointment, but other times polite so you can read your document in peace. You can read more about ARIA liveRegions here:

The concepts I think are general enough to apply other places. Like choice of output channel for different messages, what kinds of changes should be announced and how much context is required for the update.

Is that true also if you set a different voice for the time? I set Kathy for that function. So if Alex is talking, will Kathy just talk also at the same time? Or will Alex stop so Kathy can talk. Or if Alex is talking,
will Kathy not be heard saying the time at all?

vo will interupt anything the system voice says when it speaks or, the
system voice will interupt vo sometimes.
