Right, but there needs to be some sort of mediation where these priorities for speech can be assigned. I suspect getting all the different OS components to provided a UI for a pretty specific VO attribute would probably be best handled in VO itself. Something where I could navigate to a region of the OS or an application UI and then hit some VO key combination to not only monitor changes in that region, but to set the priority. In other words, the clock shouldn't be required to have a special "speak changes" preference. Instead any region (including the clock) should be watchable and anything watchable should have a priority configuration.

Similar issues are being wrestled with in the web world as part of a new
standard being worked out called ARIA or Accessible Rich Internet
Applications. Part of ARIA deals with something called a Live Region

for that function.  So if Alex is talking, will Kathy just talk
also at the
same time?  Or will Alex stop so Kathy can talk.  Or if Alex is

vo will interupt anything the system voice says when it speaks or,
the
system voice will interupt vo sometimes.
