"alt", "longdesc", and "title" are all HTML attributes not tags. (There is also a "title" element, but that's for the title of a page, not advisory text attached to an element.) Current Safari does expose "title" attributes to VoiceOver; you just need to query the focused element with Control Option H and it will read the "title", if any.
As far as I know, "longdesc" is not exposed by VoiceOver even with current WebKit. Do you have a test case and instructions to reproduce the reading of long descriptions that suggests otherwise? Or a link to something that makes you think it's been fixed?
