This seems to be a reason for confusion. It looks like having an "Open
with Calc" tool in the file dialog would be much more understandable
than the current filter listbox. This listbox then would be just a
filtering tool for the display as it is known from other applications.

Exactly this was our plan for the 2.0 release, but the effort to change
all file dialogs (meanwhile we have our own, the windows dialog and the
Gnome dialog) didn't allow us to do that. I take this discussion as a
good reference for our assumption that it would be a good idea to
continue working on this.
