Of course the problem is how to teach people the rules for handling
issues that don't understand the underlying developement process without
scaring them away from submitting issues at all.
I've been experimenting with using server-side programs to *guide* users
towards making useful bug reports:

Okay, this one is about *submitting* a first report, rather than
commenting on a current one. But you get the idea. A similar process could
be used to direct the poster in the right direction.
But alas... this kind of form depends on a CGI program. What's the problem
with a CGI program?:
(1) SourceCast doesn't let us use CGI.
(2) If I suggest using something outside SourceCast, the project will
be killed on the basis that any and all OOo projects should be done
on SC, regardless of SC's inability to perform. And I'll probably have
to put up with some verbal abuse before giving up in frustration.
Sigh...
That's neat.
Will it file a real issue?
What is SourceCast?
