I'm certainly too busy to take that on and to be honest I think its
unnecessary to do that research because the problem is identified. What
it needs is a solution.

It seems to me that if Wikipedia can give pretty well unfettered access
and stay in one piece the degree of "lock down" in OOo is excessive. Is
this not something you could bring up at the next Community Council
meeting? I'm sure you would get a lot of grass roots backing. If in the
end its to do with Sun legal or something at least we would know.
