I don't say it's a simple, fast or satisfactory activity, but things can be changed. Sometimes, changes happen because they coincide with Sun's plans and sometimes there are people (I mean volunteers) who make them happen. Then, what is it so surprising in difficulties to be heard by OOo management? It's like in local politics. There are rules you have to respect in order to speak, people you have to convince in order to have a chance, resources you have to find in order to make the change. Same thing for Mozilla or Gnome, I think.
