Of course it opens. That is what the OOo spec calls for.  That is also
what the Microsoft specifications call for.  (Microsoft and security
are mutually exclusive concepts.)

If you do not want people to modify the documents, then distribute
them in PDF or other hard-to-edit format.  Relying ion passwords to
prevent document modification is akin to preventing your car from
being stolen in South LA, by leaving it unlocked with the engine
running,and you going elsewhere by bus.

a) Switch everybody to OOo today;
b) Use ODF files for documents that people can/should  edit;
c) Use PDF files for documents that people should not edit;
