The GNU folks do have a version GNUPG (GPG) as you said. Freeware PGP
versions are listed on this page: <http://www.pgpi.org/products/pgp/versions/freeware/

Unless I'm having a "senior moment", PGP hasn't been open source in
years and is not available from the GNU folks. I believe you're
thinking of GnuPG, www.gnupg.org, the open source equivalent.
