Clarke,
Close down all your browsers and Flex Builder and try installing the flash
player plug-in from an administrative account:

http://fpdownload.macromedia.com/get/flashplayer/current/install_flash_player.exe

I would recommend removing your current flash players from your respective
plug-ins for each browser.

On the last time I had this issue, I had to get the Flash Player working in
all of my browsers and then I installed Flex Builder afterward.
