Bugzilla already sends mails on that basis to bugs that your login (or bugzilla group) is associated with. Getting something between bugzilla and forums would be nice but I'm not sure how easy it would be to make it really useful. You could have a simple "Bugzilla" area but who would actually read that? Such bugzilla status changes really need to be in the topic/thread of the relevant forum, if one exists...
